However, his legacy is significantly affected by corruption allegations and legal convictions abroad, which continue to shape public perception of his tenure. Despite this, his influence on the state’s political architecture remains notable.


2. Emmanuel Uduaghan
Overall Rating: 7/10
Emmanuel Uduaghan’s administration focused on peace and security, particularly in addressing militancy in the Niger Delta region.


 His “Delta Beyond Oil” initiative aimed at economic diversification, although its long-term impact remains debated. He also invested in healthcare and education, but critics argue that progress was uneven and sometimes lacked sustainability.



3. Ifeanyi Okowa

Ifeanyi Okowa is widely recognized for prioritizing human capital development.
